feat: automate submodule releases using GitHub Actions (dry-run mode)

Description:

• Adds a GitHub Actions workflow to automate submodule releases when a new GoFr tag (major/minor) is published.
• Addresses issue Add a workflow to automatically release submodules new releases on GoFr's release #2528.
• Implements the repository_dispatch approach to detect changed submodules and simulate release triggers in dry-run mode. This enables maintainers to review the logic safely before enabling real dispatch calls.

Breaking Changes (if applicable):

• No breaking changes.
• All dispatch calls are intentionally kept in dry-run mode, so no existing workflows or modules are affected.

Additional Information:

• Workflow file location: .github/workflows/release-submodules.yml

Example dry-run output:

• Would trigger dispatch to: gofr-dev/datasources
• Would trigger website workflow for new modules: pkg/example-module
• DISPATCH_TOKEN will be required as a secret for actual API dispatch calls (once approved).
