BEGIN_PUBLIC Add a fast path to lax._convert_element_type that uses lax.stage where no conversion is taking place. lax.stage is faster than binding an equation. Also: * fix a bug where the C++ value parsing code was ignoring the weak_type bit on TypedNdArrays. * implement a missing stage_value method on SparseTrace. PiperOrigin-RevId: 903870515
