This PR introduces a new
DeviceROTManagerto the attestation agent, enabling the collection of attestation reports from attached hardware devices. This is a foundational change to support multi-device attestation, starting with initial support for Nvidia GPU attestation reports.Some improvements have been made to avoid wasteful GPU attestation report call if
EnableRuntimeGPUAttestationis disabled.
