Summary

• Bumps GoogleTest to v1.17.1 and updates Bazel dependency rules_cc → 0.2.16 (with SHA256).
• Keeps docs and quickstart examples in sync with the release.

Files changed

• CMakeLists.txt — set GOOGLETEST_VERSION → 1.17.1.
• MODULE.bazel — version = "1.17.1".

• Built locally with CMake: compile succeeded.
