This change centralizes all things scheduler related - and reduces the number of plugins to boot.
Currently, the 'active cpu' counter tracks originally from the SchedSummary plugin are added using commands. They are now added on startup into a new 'Scheduler' track group. For compatibility the original commands remain but they simply pin the tracks instead of adding them.
