ui: add track groups for power rails from same subsystem#4754

Power rails have a subsytem associated with them in the proto and in the SQL, but is not exposed through ui in any way. Use this subsystem to group rails from the same subsystem which both exposes the name of the subsystem to the user, and helps better organize the power rails into logical groups.
