Splits the developer site into three parts: 1. information related to the whole repository 2. information related to hand-written packages 3. information related to generated-packages

Code Review
This pull request refactors the DEVELOPER_GUIDE.md by moving specific sections into new, dedicated README files. Content related to generated packages has been moved to generated/README.md, and instructions for running tests against the Storage Testbench have been moved to pkgs/google_cloud_storage/DEVELOPER_GUIDE.md. The main DEVELOPER_GUIDE.md has been updated with links to these new files. Feedback includes correcting a relative path in pkgs/google_cloud_storage/DEVELOPER_GUIDE.md and clarifying the execution context for a command in the same file.
