Updates to the OTP challenge endpoints to require a
publicSubjectIdin the path rather than an email address in the body. This is to match the spec at https://github.com/govuk-one-login/authentication-api/blob/main/account-management-api/api-contract/openapi_v3_unreleased.yaml
