Clean up old DT IOException temporary mitigations
Why did it change
This exception handling and alarms were put in place when we were battling with sporadic IOExceptions from our HTTP client due to the Dynatrace layer interfering with class internals. We've now moved to OTEL's own layer which has been stable for a few months with no such issues
