Version constraint style inconsistently changed to exact pin

The flutter_lints version constraint changed from ^5.0.0 to 6.0.0, dropping the caret prefix. This pins to an exact version rather than allowing compatible updates (6.0.1, 6.1.0, etc.), which is inconsistent with all other dependencies in both pubspec.yaml files that use caret notation.
