This PR introduces a Docker sample app based in part on Canonical's cloud-init for Docker, with some minor adjustments for our Alloy configuration steps.
Contains an internal portainer setup that's been retained as it creates a container and is something that will spawn metrics.
Fairly simple all around, just had to brush off the dust and take it out of a stash really :D
