fix(operator): networkpolicies correctly expose proxy port when running behind a proxy

What this PR does / why we need it:
This PR fixes a behavior where the operator was exposing the incorrect port when networkpolicies where enabled. The operator now exposes the proxy port to allow communication between the ingester and objectstore through the proxy
