What this PR does
Introduces a new field in the mimir-distributed helm chart to overwrite the annotation value for
grafana.com/min-time-between-zones-downscale. Initially the idea was only to allow this for ingester. However, since the store-gateway also makes use of it and has a configurable value for jsonnet, I decided to implement this change for both componentsWhich issue(s) this PR fixes or relates to
