Push images to us-docker.pkg.dev/grafanalabs-global/dockerhub-tanka-prod-mirror/tanka using OIDC/WIF auth instead of a long-lived Docker Hub token. Images are mirrored to docker.io/grafana/tanka automatically, so end-user pulls are unchanged.

Stops using a long-lived Docker Hub token to publish tanka images. CI now pushes to GAR via OIDC; images are automatically mirrored to
docker.io/grafana/tanka, so end-user pulls are unchanged.
