Backport #61545 to branch/v18

Manual Test Plan:

  • tbot in azure devops pipeline can join via new service
  • join attempt rejected when project or organization does not match token allow rules
  • tbot on this branch can join auth service on this branch
  • older tbot can join auth service on this branch
  • tbot on this branch can join older auth service
