This PR updates Laravel core framework v10.48.22 to v10.48.23 to address CVE-2024-52301. While none of our hosted servers have
register_argc_argvenabled (and neither should yours, most likely), we're upgrading in case there are folks out there that don't have the ability to check and/or disable it.
