Adds elixir_torrent to the Bittorrent category.
It is a complete BitTorrent client engine for Elixir/OTP — it downloads and seeds — rather than a single protocol helper: peer wire protocol, trackers (HTTP + UDP), DHT, peer exchange, magnet links, BitTorrent v2 (BEP 52), MSE/PE encryption, uTP and NAT traversal. 23 BEPs implemented, interop verified against Transmission, qBittorrent and libtorrent.
