Speed up vstyle tune telemetry

Summary

• Avoid eager package-wide IMPORT-012 context parsing when no crate keep-alive imports exist
• Emit tune progress telemetry to stderr even when redirected
• Bump release version to v0.2.2 and document telemetry behavior

Validation

• cargo make check
• Decodex workspace performance: curate improved from about 70.92s to about 8-10s; tune --strict completed with progress telemetry where the old run was interrupted after about 393.94s without visible progress
