2627 switch to google email

• Fixes Bug: Failure to send email confirmation email #2627
• Incremental fix for Bug: Application Performance is sometimes slow #2814

What changes did you make?

• Changed app to use google to send emails from calculatortdm@gmail.com instead of SendGrid.
• This a temporary measure that allows us to send email from the app until the city can get their Google SMTP Relay set up and implemented in TDM, but also changes the source code to be able to send via direct SMTP, which is mostly compatible with Google SMTP Relay

Why did you make the changes (we will use this info to test)?

• So we can use email features.
