新增可发布的 Vue SDK UI npm 包，并接入 Halo UIMessage 流协议、聊天运行时、completion/object 文本流 helper、工具调用与审批续跑、运行时 schema 校验、消息持久化辅助能力，以及测试工作台的 UIMessage 实测链路。
