When I added dependabot it opened a bunch of PRs. This applies those fixes, and quiets dependabot down a bit.
Also adds a MSRV policy (basically, we'll explicitly state a minimum rust and test it, and let it be dragged up intentionally when our dependencies require it).
Adds ADRs on MSRV and on security auditing.
