Pre-compiled all regular expression lists into tuples of `re.Pattern` objects at the class level in `ExecutionSafetyManager`. This avoids the overhead of evaluating the lists and looking up the regex cache on every rule check, providing a measurable performance boost. Cleaned up an unused typing import.
