azurerm_databricks_workspace: fix access_connector_id not updated when default_storage_firewall_enabled is true

Description

When default_storage_firewall_enabled is set to true on azurerm_databricks_workspace, updating access_connector_id does not actually update the value in Azure, even though Terraform shows and applies a change. This can be reproduced with an acceptance test. This PR fixes the bug so access_connector_id is now updated correctly.
