Description

This PR aims to add in existing API functionality to the provider.

For azurerm_mssql_database resource/data_source I have added 2 new fields:

• use_free_limit (bool)
• free_limit_exhaustion_behavior (string) optional values are [AutoPause, BillOverUsage]

I have also updated or added relevant tests for this functionality.

I have run this locally on my own account and can confirm that it worked.
