Move the draft control-workspace and Terraform Landing Zone updates from the old hvd-docs PR into web-unified-docs so the validated design work continues in the repository that now owns it. This preserves the terminology changes, the rewritten TLZ guidance, and the new hierarchy diagram without trying to resolve the remaining draft-stage review items during migration. Keeping the transfer minimal makes the migrated PR easy to compare against the source draft and keeps any follow-up review in the correct repository.

Summary
Rewrite the control workspaces section in the HVD Terraform Operating Guide to reflect updated terminology and guidance agreed between CDL, PS, and SA. The work was delayed by module publication blockers (doormat/passport IT permissions) and gaps in implementation understanding. The agreed terminology and hierarchy is now fully understood and the supporting module has been published.
