Revise HCP Vault features comparison table

Updated the comparison table for HCP Vault features and clarified WIF support.

Description

🎫 Slack DM

• Add WIF support with callout that it is for public clusters only
• Remove note about how self-hosted Vault features work (these are HCP docs, not self-hosted)

Requested review scope:

• Content touched by the PR only (typos, clarifications, tips)
• Code test (command and code block changes)
• Flow and language near changes (new/rearranged steps)
• Review everything (rewrites, major changes)

• ASAP (bug fixes, broken content, imminent releases)
