Make CSV projector show up in context menu for empty list

Closes #2100. Could be better; there's less of a reason to pick a default value for this now instead of showing all applicable ones but wanted to put a basic fix up.

Waiting for the build to review. I'm also open to doing this on empty holes for the csv projector as opposed to an empty list. I haven't looked into the context menu to see how much effort that is
