plugin-catalog: Navigation to use plugin catalog is hard #450
Description
If I'm in a cluster... how do I see plugins?
There's no plugin catalog button.
I click on settings.
There's no plugin-catalog.
I'm lost.
Poems aside,
I think plugin-catalog should be in settings. Like extensions are in settings for browsers, and vscode for example.
For many apps plugins/extensions and addons are editable via plugin settings.
We also have a significant overlap with the plugin settings and other plugin catalog views.
