prometheus: Azure Monitoring integration

I think there are two Azure Prometheus things to integrate to and check with.

• Azure Monitor, which I think provides an API url like: https://.ods.opinsights.azure.com/api/v1/query
• Azure Managed Service for Prometheus. Something like https://.prometheus.azure.com/api/v1/query
