stretch_feetech_monitor shows the feetechs are disconnected when they are not #88

With SBS running, stretch_feetech_monitor shows that the feetechs are offline. We should probably make it not work if the server is active. Also should we rename this to be an REx_ tool instead of a stretch_ tool?
