- ci: configure BES, remote cache and execution separately
- ci: enable BuildBuddy BES on Windows
The test action enabled all BuildBuddy services through one remoteEnabled switch. Replace it with remoteBes, remoteCache and remoteExec inputs that map onto the matching remote-bes, remote-cache and remote-exec configs in .bazelrc.remote, so a job can opt into a subset of them. Existing callers keep the default of all three enabled, with remote execution still restricted to Linux.
Upload the Windows job's build event stream to BuildBuddy so that its invocations can be inspected there. Remote cache and execution remain disabled for Windows.
