This pull request creates a bot workflow that:
to help them sync their templates e.g. good first issue candidate to the current template.

Notes for reviewer:
I had difficulty testing this fully because I do not have an organisation, so this limits what I can test
I was able to verify it does create a PR
I had to make my origin itself not in sync to do that

but i ran into permission problems which i was not able to resolve and require help if further testing is required
