As proposed in #98, make UTF8 the default encoding for reading annotations.
I'm not sure in which cases utf8 should work with a fallback of latin1. Could be a leftover of python 2.7. Anyway, this should fix reading of UTF8 annotations.
This PR adds the fix, a test file with chinese UTF8 chars and a short test for reading these.
