WatchOS custom notification text doesn't enter that default space above

Describe the bug
Custom notification text doesn't enter that default space above wen there are actions available, without actions the space above is correctly used.

To Reproduce
Fire a notification with and without actions.

Expected behavior
Display text in the correct space wen a notification have actions.

When the App has custom notifications handling directly in watchOS (not only iOS), I couldn't find a way for the information to be presented in the position that you wanted.
Meanwhile I checked the new WhatsApp watch App just released and they have the same "problem", I think it is just a limitation when using custom notifications.

If any other developer knows what needs to be done to make it happen feel free to open a PR or let me know how to.
