Once you stop publishing PR artifacts to GAR, the changelog will gradually become empty and/or stale.
- Verify whether PR artifacts will continue to be uploaded to GAR elsewhere. If not, consider switching the changelog source (e.g., GitHub PRs merged since last tag/version) and remove GAR dependencies to simplify the workflow.
