Resolves issue #214
Approach
Setup a promise on lazy loaded frames that doesn't resolve until the content is present on the DOM.
Testing
Setup a new
frame_lazy_tests.jsfile. Tried to add it to theloading_tests.jsfile but ran into issue #1268
