Release Summary

This release adds a new global entrypoint for the ArgoCD CMP HK deployment, which is the main user-facing change.

Public changes: the release process was also fixed to force image publication when no previous tag is found.

Internal changes: CI and developer experience were improved, the test stack for testcontainers-node was migrated from container-structure-test to Testcontainers, and dependencies, workflows, and documentation were broadly updated.
