Heroku official website (https://heroku.com) says free tier will be ending by 28 November 2022. Since this repo is about free services, Heroku doesn't fit in anymore. Therefore, I propose to add notes about free tier being unavailable.

Since this repo is about free services, Heroku doesn't fit in anymore. Therefore, I propose to add notes about free tier being unavailable.
I think it is fitting rather than deleting Heroku entirely from the list. It implies Heroku had free tier, and decided to stop it.
