Replaces staged npm publication with protected owner-created annotated tags and direct GitHub Actions OIDC publishing for stable latest and unique beta versions. Preserves exact-artifact, provenance, CI, immutable-tag, and registry readback gates; adds the checked local release-tag preflight and removes the dead staged selector. GitHub controls are live: Release tag creation ruleset #22310101 is owner-only User 894119, immutable ruleset #19563680 remains no-bypass, and npm-stage environment #20758324130 has no admin bypass with sole v* tag policy. Validation: bun run check. npm trusted-publisher replacement remains blocked only by absent local npm authentication.
