Large matrix runs currently make every build job fetch the same SUSFS archives from GitLab independently. Each fetch uses high aria2 connection concurrency, so large runs can create thousands of simultaneous GitLab connections and fail with
Failed to fetch SUSFS archive after multiple attempts.This follows the same download-once/share-via-artifact pattern already used for the custom ccache binary, without changing the kernel build or SUSFS patching logic itself.
Expected effect
For a full matrix run, external SUSFS archive downloads drop from one per SUSFS-enabled device to at most one per unique resolved SUSFS commit (normally no more than the five supported GKI versions).
