docs(rfc): mark q3 complete and update quota course reading paths

Change

M6 progress writeback and dev-book sync after Q3 (#2963-#2965):

• RFC milestone table now marks Q3 complete and Q4 in progress.
• RFC Qualitative Change Plan records loopx/quota.py at 1043 lines and names the bounded should_run.py, should_run_prepare.py, and should_run_packet.py modules.
• Control-Plane Developer Course reading paths move from the old loopx/quota.py::build_quota_should_run facade reference to the bounded modules and remove stale quota.py:<line> breakpoints.
