refactor(status): move autonomous replan projections into bounded module

Q4 third status extraction slice: autonomous replan projection wrappers move into loopx/control_plane/status/autonomous_replan_projection.py:

• build_autonomous_replan_obligation
• _run_history_stall_signal
• run_history_monitor_wait_already_acknowledged
• latest_autonomous_replan_ack_for_projection
• autonomous_replan_periodic_review_from_runs
• autonomous_replan_obligation_from_runs

loopx.status keeps the public compatibility functions as thin local wrappers.

Surfaces

• loopx/control_plane/status/autonomous_replan_projection.py: new bounded status projection module.
• loopx/status.py: facade wrappers delegate to the bounded module.

Validation

• Full pytest: 2306 passed, 2 skipped.
• Focused autonomous-replan/vision/attention/status/import-boundary/maintainability: 54 passed.
• Ruff: All checks passed.
• loopx canary premerge --from-git-diff: passed, selected=17 failures=0, self_merge_allowed=true.

No failures or skips beyond the pre-existing suite skips. No manual holds.
