Update PR template, setup.py author email

What does this PR do?

• Update the PR template names to ping
• Update setup.py author email as the current one won't be very useful
• Update the author name from HuggingFace to Hugging Face

Details

We should discuss which email should be listed. I think transformers@huggingface.co might be best, although I'm not sure who receives that one. An accelerate-specific one might be too niche?
