Switches the PR doc upload flow from the legacy dataset push to the new HF bucket sync (hf-doc-build/doc-dev). Part of the EFS → bucket migration for moon-ci-docs. Once moon-ci-docs switches to serving from the bucket, any PR whose doc was uploaded via the old dataset flow will no longer have its preview visible.
