[i18n-ta] Translating docs to Tamil

Hi!

Let's bring the documentation to all the Tamil-speaking community 🌐 (currently 0 out of 267 complete)

Who would want to translate? Please follow the 🤗 TRANSLATING guide. Here is a list of the files ready for translation. Let us know in this issue if you'd like to translate any, and we'll add your name to the list.

Some notes:

• Please translate using an informal tone (imagine you are talking with a friend about transformers 🤗).
• Please translate in a gender-neutral way.
• Add your translations to the folder called ta inside the source folder.
• Register your translation in ta/_toctree.yml; please follow the order of the English version.
• Once you're finished, open a pull request and tag this issue by including #issue-number in the description, where issue-number is the number of this issue. Please ping @stevhliu for review.
• 🙋 If you'd like others to help you with the translation, you can also post in the 🤗 forums.

The task is to translate documentation into Tamil. I will start by reviewing the existing English documentation files in the docs/source/en directory. I will translate them into Tamil, ensuring the tone is informal and gender-neutral. The translations will be added to the ta folder, and I will update ta/_toctree.yml to match the English order. I will verify the translations by comparing them with the original content for accuracy.

@modelpath-dev I am currently working on index, installation, and quicktour, There are a lot of doc files, Please check out that, also let's try to follow the order of _toctree.yml for translating so that will make more sense and will provide an ordered approach.

As far as translation strategies, I am not planning to translate every word exactly to tamil, most of the content can be translated, few words can be written in tamil as it is in english, (sometimes with the english word in the bracket). The reason for this is many people may not be very familiar with the exact technical word and may have to look up a dictionary for every technical word...
