GSoC 2026 project with HumanAI Foundation: an automated pipeline that discovers, parses, normalises, and semantically tags federal Funding Opportunity Announcements (FOAs) for ISSR research development officers. Adds the project as ISSR_Funding_Intelligence_Pratik_Pawar/funding-intelligence/ (snapshot of the tracked source, no local data/db/embedding caches) and a row in the root README's projects table.

Adds the ISSR AI-Powered Funding Intelligence project my GSoC 2026 project
with HumanAI Foundation, mentored by Andrya Allen. An automated pipeline
that discovers, parses, and semantically tags federal funding opportunities
(FOAs), so research officers can search by what a grant is actually
about instead of just keywords.
