- add a switch to pack wasm byte code
- add a cmake variable for the contracts root directory (PDO_CONTRACTS_ROOT) that can be used to add contract families in subdirectories.

This makes it easier to add subprojects (e.g. through personal branches that include submodules). The old path assumed a flat structure of the contract families. Signed-off-by: Mic Bowman <mic.bowman@intel.com>
