Summary

This PR proposes the changes approved in the following PRs:

The changes correspond to:

  • Updates to the Daml model to support the Development Fund mechanism defined in CIP-82.
  • A new trigger in the SV app for merging UnclaimedDevelopmentFundCoupons.
  • Add a release note describing the changes.

FYI: @waynecollier-da note these release notes related to the rollout of the CIP-82 fund accumulation and distribution mechanics.
