PR description

PR enables Besu to run EOF execution spec tests off a particular development branch in EEST repo.

  • spotless: ./gradlew spotlessApply
  • unit tests: ./gradlew build
  • acceptance tests: ./gradlew acceptanceTest
  • integration tests: ./gradlew integrationTest
  • reference tests: ./gradlew ethereum:referenceTests:referenceTests

closing since EOF is not shipping in Fusaka
