This PR adds a small helper script to manage go dependencies.
It adds the generated go protos for the IRB demo to run
go mod tidyon the repo without a "full build".Additionally, we update update existing go protos compiled with the current protoc version used in the FPC dev env.
Finally, we use gomate to run go mod tidy.
